CH2M HILL Electrical Engineer - Expatriate - Afghanistan
The challenge? Providing exceptional engineering and construction services to government and military clients. Our Senior Electrical Engineer positions are responsible for leading staff in completing engineering design, analysis, studies, reviews, schedules and other engineering-related work as requested by the in-country engineering and construction staff. Each day, you will support the engineering and construction office for the Task Order contract to support the U.S. military in the southern half of Afghanistan. You should be a self-motivated, team-focused individual; preferably with a Masters degree, experience with Contingency Engineering in the Middle East, construction experience and at least 2 years managing engineering design services; and have a desire to grow personally as well as professionally with each project.
Our Electrical Engineers:
Provide (in conjunction with the engineering and construction office) the entire engineering, construction management, and technical services capability for construction, operation and maintenance of up to 50 or more sites throughout one half of the country, through employed staff, reach back to CH2M HILL in the CONUS, and subcontracted consultants. Sites will range in size from over 20,000 personnel to remote camps with a few hundred personnel. Construction will generally be of a temporary or semi-permanent nature in a contingency environment with substantial emphasis on anti-terrorism/force protection to enhance the security of personnel.
Supervise engineering and construction staff consisting of U.S. citizens (Expats), Third Country Nationals, and Local Nationals.
Provide engineering design, construction management and inspection, CADD, GIS, and other engineering technical services as required in support of the Task Order contract. Maintain cognizance of available materials in theater or those that can be readily transported to the area of operations.
Develop and maintain as-built drawings of all camps constructed and/or operated under the Task Order. Provide prints upon request, maintaining a log tracking released prints by number, date and time of issue and name and position of the recipient. If the print is issued in support of a dig permit, also record the number of the permit.
Coordinate with the LOGCAP PMO Director of Engineering & Construction to arrange reach-back support from CH2M HILL resources not assigned to the CSO and deployment of additional CH2M HILL or subcontract staff to Afghanistan. Take all steps necessary to meet aggressively accelerated completion dates typical of the contingency environment.
Maintain constant awareness of the safety implications of every aspect of design, construction, and O&M is essential to the successful completion of this job, due to the nature of the hostile threat, the contingency nature of the construction, the use of non-US subcontractors for construction, and the employment of non-US personnel for operation and maintenance of facilities all demand extraordinary attention to matters of safety.
Employ all means possible to assure NEC compliance and to observe, inspect, record deficiencies, and immediately nullify any potential threat to life safety, as electrical safety is a matter of particular concern to the client. It is this extreme concern that has led to an electrical engineer being selected as the engineering and construction manager. The EM 385-1-1 is the governing safety standard for work in Afghanistan.
It is the responsibility of this employee to verify that all applicable US, Afghanistan and international codes and U.S. Army standards and regulations, including the National Electric Code and the Sand Book are incorporated into all designs and facilities. The individual should arrange for all necessary reviews and must certify by his signature and PE seal that all designs are complete and compliant.
Candidate will be required to have, or be able to obtain, a Security Clearance for this role.
Basic Qualifications
A minimum of 6 years experience in project design;
Bachelor's Degree in Electrical Engineering;
Registered Professional Engineer.
